Investigate high callback delays

Often with peering between Oregon and London there is high CB delays. This is also seen with clients and other peering. Regarding clients it was assumed that's due to client network, but in the case between AWS instances using AWS network, it doesn't make sense that there is high delay/loss and/or less than 1Gbps end-to-end.
