Disconnect happens due to 2 reasons that needs further work.

Wifi disconnect due to signal strength loss and how to handle it in transport
- on callback from picoquic, can we restore connection
- report to the application on the status
Connection disconnect due to excessive retransmissions - Needs to report what we see to picoquic to better understand
