• Upload manager 35c0e12008dbc7eec46ca5b69ca4cd6e66179b2c r4.0 security-testing repo

Above commands will work only if packages in current-testing repository were built from given commit (i.e. no new version superseded it).

@andrewdavidwong, this update bring back the Qubes Manager with slightly reduced functionality. Namely, most runtime changes/info were removed like block devices, microphone on/off, CPU usage etc. Those are already provided by new widgets.
You may want to write some announcement on qubes-users about it, if you think it is appropriate. Or just know about this change when people will ask about Qubes Manager.

@marmarek: Ok, thanks. I think we should explain this in our normal announcement for 4.0-rc4. I don't think it's necessary to make a separate, dedicated announcement for it, unless there's a lot more to say. We should also make sure to include it in the release notes.
