This tracks work that we intend to finish before the release of Qiskit 1.1

We would like to have feature parity with the current OQ3 importer: qiskit-qasm3-import

Note that most of the required features were implemented before the present issue was created. Only desired features not yet implemented appear in the present issue. Having a list of what is done would be useful. Perhaps tagging previously closed issues or PRs with Qiskit 1.1.
