I am thinking that conditionals would be one of the panels in the right sidebar in each block.
When one uses conditionals it would be nice to have a conditional icon show up in the toolbar to signal for the user that conditionals are in use for the specific block.

As one turns on conditionals and perhaps other areas specific features icons would be seen in the block toolbar giving a signal that specific features are in use for the block. The user could click a block and notice which icons are visible. Clicking the icon would then open the sidebar panel where the specific feature is turned on.
