If you lose something, mark a location. If someone finds it (even in another place), you will get notified about it.

I think to grantee the authenticity of someone's claim of lost item, there should be clues.

• Lost a bag.
• Someone's claim it.
• In order to have it back s/he should give a description of the item.
• Contract information shows up.

Web site can be just a map nothing more :D, + button to drop pin, then simple form (When/110 character so it fit on Twitter and SMS)
in case the suer used any social network, will show friends who found or lost something (pins with red for lost items, pins with green for found items)

Same thing for mobile app which will be HTML5 app
