Ability to send a broadcast message to all online op player

I've searched existing issues and couldn't find a duplicate.

When someone adds another one to the server operators, only the user that executes the commands gets notified. In craftbukkit-based servers, all online op players receive that message.

Describe the solution you'd like

Implement a system to broadcast a message to all online op players (and the console) when executing specific administration commands (op, deop, ban, whitelist, ..)
