DLL files added to a Project should be referenced by the csproj file and be accessible from code.
Ideally, there's a Plugin folder architecture similar to how Unity handles it, as well as control over what platforms a DLL will export out for. This includes the ability to toggle a DLL on and off for the editor. Essentially mimics how unity handles it.
