Is your feature request related to a problem? Please describe.
In order to be able to retrieve DICOM studies triggered by an HL7/FHIR order, IG needs to be able to retrieve DICOM studies from other DICOM devices.

Describe the solution you'd like
Implement C-FIND and C-MOVE services.
