December 2024 Release of v5.00

This is an announcement that no sooner than December 20th, 2024 version v5.00 of the STELLOPT package will be released. If you'd like your pull request to be part of this release please make an effort to place it in an approved state by the end of next week (December 13, 2024). Current outstanding pull requests:

• Feature/thrift vmec restart #312 - Should be ready soon.
• STELLOPT: Fixed two bugs in gamma_c calculation #310 - Awaiting a review
• BEAMS3D: Ability to mark self-generated markers with population index #307 - Awaiting a review
• [WOUT2INDATA] add a tool that puts the plasma boundary geometry from a VMEC wout file into a new INDATA namelist #245 - Changes requested
• [FIELDLINES] allow start from plasma boundary given in VMEC INDATA, not only wout #241 - Changes requested
• Ciemat laz #180 - Work needed (probably won't be included)
