All parameters I've seen have used this format:
https://github.com/PSLmodels/openfisca-uk/blob/35ece34eb1c37aff6ed3520322f269d7328c1faf/openfisca_uk/parameters/tax/income_tax/allowances/personal_allowance/amount.yaml#L2-L6
This is also how it's documented in openfisca, and carries the advantage of being able to add a reference for a specific value.
But then I saw this more concise format:
https://github.com/PSLmodels/openfisca-uk/blob/35ece34eb1c37aff6ed3520322f269d7328c1faf/openfisca_uk/parameters/uprating/labour_income.yaml#L2-L5
Which should we use? Should we use the former when we need to separately document each value, otherwise the latter? (Also goes for openfisca-us).
