Currently alphabetical, e.g.

The parameter breakdown is in a sequential order: https://github.com/PolicyEngine/policyengine-us/blob/master/policyengine_us/parameters/gov/hud/ami_limit/family_size.yaml

And the parameter's breakdown variable has a sequential enum order: https://github.com/PolicyEngine/policyengine-us/blob/master/policyengine_us/variables/gov/hud/hud_income_level.py
