does gcp not support 3.12? (comparing to other issues)

Google claims to support "all active and maintenance versions of Python" here

I'm thinking we should treat upgrading to 3.12 as a full version increment wherever we do it and we should ask users to use 3.12+ where we've done it. 3.12 deprecates certain critical setup utilities and is incompatible with older, but quite recent versions of packages like numpy because of it.
