Merge PLTM & Athena into single repository, PLTM-Athena #1

Consider merging the repositories given their similar purposes.

PLTM is our governance token, Athena is the governance platform. I did want to offer Athena separately so anyone could use it, so that would be the main reason to keep them separated. Will update here on any thoughts.
