[Storage API] Hook 'useStorage' not react when stored value changed in another tab page.

My extension opened a new Tab for user to log in, and keeps a modal box with 'useStorage' to watch the state
The modal box won't reRender when user logged in the new tab which will cause extension to change the storage.
