Add command to apply inheritance principle to dataset

Summary

CuBIDS will create a sidecar file for each imaging file, even when the information in those files is duplicated. I think it would be nice to have a command to apply the inheritance principle to the dataset after curation with CuBIDS. This would reduce the number of files and eliminate duplicated information.

We also might want a de-inheritance command before CuBIDS.
