This issue covers customisation the app experience based on the user type.

Facilitators continue to see the standard experience with parent group creation, data reporting, and module progression.
Coaches/Trainers and Government/NGO Admins have a read-only, observer-like experience, where they can browse content but cannot create or manage groups, nor submit data.
System testers have the same experience

For Coaches/Trainers & Government/NGO Admins:

Can view all articles in the Library, even if no Parent Group is linked.
All modules are displayed by default
Data reporting forms are disabled.
Parent Group management (creation, joining, viewing) is disabled.
