I know some genes get inserted into someone, but don't appear until few syringes in, and that its intended, may have been this though im not sure if it works for neutral genes or only positive ones.

Some genes having a random chance to activate was removed in #24114, and that provided the opposite effect as I am describing.

Issue Description
A monkey had horns despite not having any SE gene above 801
What did you expect to happen?
For the monkey to not have horns with a clean SE
What happened instead?

Why is this bad/What are the consequences?
Genes should not be activated at less than 801, I have also seen this happen with other genes so it is not horns-exclusivs
Steps to reproduce the issue.
I think it has something to do with the "subject" button that transfers a buffer onto your subject
