Refactor port wishlist

Preamble

The following is a list of refactors + performance improvements from other servers (Likely TG) which majorly improve performance, and would be great to implement here, given we can struggle with performance when theres 150 people online

I must stress however, do not undertake these refactors unless you are very experienced with both DM as a language and this codebase. These are not for the faint of heart, and will likely cause many issues and incompatibilities. That said, if you are insane enough to take these on, you will be rewarded with GBP

• Quickie runechat op tgstation/tgstation#69137 - Runechat optimisation
• ⚠️ Biddle Verbs: Queues the Most Expensive Verbs for the Next Tick if the Server Is Overloaded tgstation/tgstation#65589 - Defer verbs until next tick if needed
• ⚠️Move MouseEntered to a queue, such that only the most recently hovered atom will be processed tgstation/tgstation#63567 - Defer mouseentered for atoms to keep it inside the main tick
• Fixes Massive Radio Overtime, Implements a Spatial Grid System for Faster Searching Over Areas tgstation/tgstation#61422 - Radio optimisations
• Removes animate that almost never did anything from parallax tgstation/tgstation#59759 - Parallax optimisation
• Implements JPS (Jump Point Search) Pathfinding tgstation/tgstation#56780 - Jump point search
• Parallax subsystem & Highpop parallax disable config BeeStation/BeeStation-Hornet#7041 - Parallax optimisation + moving code around - Dont include the highpop toggle
• makes ai static into images added to obscured turfs to save on maptick tgstation/tgstation#63666 - AI stuff (Helps maptick, AI chunk stuff really needs an optimise, ask me if you want profiles)
• Removes ComponentInitialize() tgstation/tgstation#69118 - Removes the need for useless proc jumps during init

Refactor ports I will never support

• Auxmos or anything with auxtools
  • I am firmly against any form of process hacking that will lead to undocumented behaviour and that can break between BYOND updates, or crash with no debugging outside of a core dump
• Datum+Overlay-ising lighting objects (this turned out to be worse for us somehow)
  • This turned out to perform worse. While it decreased maptick, it heavily increased MC load
• Removing core functionality just for the sake of performance
  • We aren't going down the CM route of removing atmos just because its a performance hog, same with nerfing mob life stuff
• TGUI-4
  • Not only do we not have anyone here who can review typescript, but you also have issues with window pooling, the fact size setting is part of the JS meaning DM has to open a window of the wrong size, have it be resized up to 250ms later then have the call go back, which is a lot of /Topic back and forth for no good reason
