To make the panda IOC running in a cluster look identical to other Generic IOCs we need to supply start.sh stop.sh and liveness.sh in /epics/ioc inside of the container.
Then the override start.sh which launches pandablocks-ioc can go in the normal config folder position.
These script files could be created by ibek as this is the source of the standard implementations in other Generic IOCs. But they may differ enough that it is more practical to simply supply them to the Docker context from this repo.
