然后新的动态图版本的paddleGAN里面又没有StarGAN，请问还有静态图版本的预训练模型文件地址吗

确实考虑到目前动态图对于开发过程更友好，我们还是推荐使用动态图来开发哈
可以试试最新的StarGAN v2哈
