Meck and OTP 24

There are multiple repos that refer to meck in the deps for the test profile. For OpenRiak, this hasn't been changed to refer to an OpenRiak repo - but defaults to to the latest meck.

As of 13/12/24, meck has released v1.0.0 which no longer supports OTP < 25.

there is a now an OpenRiak/meck with a openriak-3.2 branch which points to the previous 0.9.2 release of meck.

All references to meck in rebar.config need to be updated e.g.
