Draft Incubation Process

Proposal:

Start with two project levels:

• Incubation, initial project stage, minimal requirements as outlined in the general project governance templates (Draft requirements and template for project governance #8)
• Graduation, stage for mature official OpenRail projects, additional quality criteria to be defined

Add the notion of "retired projects" to make it transparent when projects are not active anymore.
