systemd-tmpfiles supports % specifiers, as documented in tmpfiles.d(5) man page:
https://www.freedesktop.org/software/systemd/man/tmpfiles.d.html#Specifiers

Although opentmpfiles even references this man page in its README.md file, opentmpfiles does not expand % specifiers.
