Observer EVA notifications are missing.

Since observers lack faction prefix, they can't play any EVA notifications to play.

This doesn't affect TS where the EVA files shared filenames and their path is the prefix (and the mod loads the relevant mixes, so there are files to fall back to), so the project needs to duplicate the relevant Eva messages into prefixless variants.
