If you receive this error when trying to compile a mod on Linux then it most likely means that you are missing a system-level dependency for OpenRA, probably lua5.1. Try installing an OpenRA release package from the website, which should prompt your system to install any required packages. Alternatively, take a look at the dependencies section of the Compiling wiki page and try and work out what is missing.
