Demo new MP APIs in Vote microservice in MP Conference app

Update the MP Conference app (https://github.com/eclipse/microprofile-conference) to showcase some of the new MP 1.2 technologies in the Vote microservice (the one that runs on Liberty).

Features that need showcasing are:

1. MP Config 1.X Demonstrate config api in conference app eclipse/microprofile-conference#160
2. MP FaultTolerance 1.0 Demonstrate Fault Tolerance feature eclipse/microprofile-conference#164
3. MP Metrics Demonstrate Metrics eclipse/microprofile-conference#167
4. MP Health Demonstrate Health check eclipse/microprofile-conference#165
5. MP JWT 1.0 Demonstrate MP JWT  eclipse/microprofile-conference#166

With the help of @realModusOperandi I got MP Config, FT, Metrics, and Health implemented in the MP conference app by JavaOne.
Did not make it to demonstrating MP JWT, but potentially Scott Stark from RedHat was going to handle that in a different microservice.
