Project logic related to diy_experiment field

Description

To build the DIY Experiments (working title) project we wireframed and brainstormed last week, we want a new admin-facing booleanfield for these projects, diy_experiment.

If this field is True, we want the project logic related to "approval" to work differently:

• No user cap (approval not needed for this)
• No data access in the absence of project approval (regardless of it being set as requested in the interface)
