Based on discussions during the 2024 Summer code sprint:

Consider moving contributing information out of readme and into a contributing.md file.

Follow related issue/discussion in GeoBlacklight: geoblacklight/geoblacklight#1460

Note this is about contributing code to the GeoCombine tool, not sharing metadata via OpenGeoMetadata which is documented elsewhere.
