The hedera-enterprise repo has defined a full-release workflow for Java projects, including upload to Maven Central and GitHub. The process used by hedera-enterprise should be used by all Java libraries of Open Elements in the future. Since this repo contains a Maven plugin, we have an artifact that we want to release and publish to Maven Central.
