In the PACK.xsd

Open-CMSIS-Pack-Spec/schema/PACK.xsd

Line 1548 in dea6606

<xs:attribute name="public" type="xs:boolean" use="optional" default="false" />
it is specified that public attribute default value is false but in the documentation for /package/boards/board/book it says for public attribute The default value is true.
