There is a priority set to every notifier_blocks: workqueue_cpu_up > tick_nohz_cpu_down > workqueue_cpu_down So tick_nohz_cpu_down callback failed when down prepare cpu 0, and notifier_blocks behind tick_nohz_cpu_down will not be called any more, which leads to workers are actually not unbound. Then hotplug state machine will fallback to undo and online cpu 0 again. Workers will be rebound unconditionally even if they are not unbound and trigger the warning in this progress. This patch fix it by catching !DISASSOCIATED to avoid rebind bound workers. The code may read pass the end of the dsi_errors array when the most significant bit (bit #31) in the intr_stat register is set. This bug has been detected using CppCheck (static analysis tool). commit 98397fc547e3f4553553a30ea56fa34d613f0a4c upstream. Original implementation commit e54bcde ("arm64: eBPF JIT compiler") had the relevant code paths, but due to an oversight always fail jiting. As a result, we had been falling back to BPF interpreter whenever a BPF program has JMP_JSET_{X,K} instructions.
