[BUG] Liquid Backing metric does not match OHM backing number

Observation: the Liquid backing per OHM number in the metrics bar can be out of sync with the number in the OHM backing chart.

Cause:

• We have different subgraphs on different chains, indexing treasury assets
• The subgraphs index every approximately 8 hours
• If one views the dashboard after midnight GMT and before a particular subgraph has indexed in the new day (GMT), there will be no data shown for that subgraph, and the liquid backing per OHM number will be different
• The OHM backing chart shows the data per day, and does not show a day if data from any subgraph is missing

Solution:

• Shift the metric to use the data at the latest block for each subgraph, instead of the latest date
