Description

This is a follow-on from the original issue (#204) where new occupancy codes for marine were initially proposed. Upon further review and discussion, those new occ codes being proposed did not consider or compliment the current construction codes for marine cargo so may have caused confusion.

Rather than removing or altering the current construction codes which would be very disruptive, the new occupancy codes being proposed in this issue should now compliment and be used in conjunction with the existing marine cargo construction codes.

A few of these occupancies such as 'automobiles', 'livestock' and 'electronics' should not be considered duplicates from existing codes with similar names/descriptions as these are specific to marine cargo (and will have a "marine cargo" prefix in the name). These cover items in a port or container whereas the current 'automobiles' construction refers to cars in a car park or lot for example.

@johcarter as discussed - one for your review.
One question is whether we think these additional occ codes would be more appropriate as new construction codes? The existing construction codes in OED do tent to describe specific 'contents' rather than the construction of the storage structures so these additions may be more appropriate as construction codes especially as we don't want to start altering the existing construction codes? We can then just use a generic "marine cargo - general" occ code.

As a follow-up point to highlight, the current construction code 6103 (Marine Cargo, Combustible: Heavy Cargo) refers to "heavy machinery that cannot be fit into a standard container". The propped occ codes above 1406 refers to "Heavy Industrial equipment stored in a container in or around a port".

Following further discussions, the proposal has now changed to add one occupancy code (see below) to be used in conjunction with the following new construction codes.

Previously proposed occ codes above (1410-1414) mainly covering the storage and stockpiling of cargo in warehouses or open spaces will now be left out of this release (mainly due to lack of a confirmed requirement for them) and can be reviewed and added in as a minor release the future if necessary.

Just one slight suggested modification to include livestock in the first general block of codes rather than with the non-combustibles:

After further discussion, @MattDonovan82 and I decided that it made more sense to mirror CEDE occupancy and construction codes for marine cargo, since the new code range in Cede for Occupancy '1001-1012' is designed to work with the newer construction code range '2701 - 2720'. This provides good coverage and simplifies mapping between the OED and CEDE schemes.

The original OED Marine Cargo codes '6000-6199' and CEDE Marine Cargo construction codes in the range '270-296' remain and are in line with each other.

these updates look ok to me. I agree aligning with CEDE codes make sense, however should we include the recommended pairings between the occupancy and construction codes somewhere in the description or in the csv? maybe an extra column for "notes" or is that too disruptive? @johcarter
