[track] make MPCWriter so it only reports the newest designation given to an object

Output files should have the newest (often the formal OSSOS designation), rather than the first one in the file which is mostly the provisional designation. This will make sure tracking updates to orbit arc only report updates in the formal designation after such designations are assigned.

can this be achieved by using the basename of the input file as the designation?

I think that would be a workable solution.
