Hashtags filter doesn't work

Brief Description

Filtering for hashtags seems to not work as expected.

What is the current behaviour, (attach relevant screenshots) ?

if I filter for "image:0=*" and then try to only show edits made by mapcomplete (which you can do by filtering for changesets with hashtags of #mapcomplete , I just seem to get no results.

What is the expected behaviour ?

See all the changesets with a change to image:0=* and #mapcomplete in the changeset description

How do we replicate the issue ?

1. filter by the things i mentioned or just click the link I provided
