This functionality from 2023 that needs fixed - renewable projects should not show in Year Recap current projects for subsequent years.

Renewed projects (post implementation year) AND any financed projects should go in "ongoing projects list"

styling/organization TBD - work with #154

NEED to quick mockup mvp of this and confirm with Kristina

This can be lower priority with the "you still owe" line item in EoY recap going in
