Mark migration issues as "no stale"

Now that the stale action has been implemented in all/most OCA repos, maybe the Github bot should update all the Migration issues to mark them as no stale, using a Label with that name: https://github.com/OCA/oca-addons-repo-template/blob/master/.github/workflows/stale.yml#L23

May be from a certain version then. Like migration to version X where X < 13 can probably be marked as stale anyway. As it's only about a few issues to revert, repo PSC''s can probably revert the recent migration issues manually.

I prefer to have all of them marked, and manually mark those of them interesting to not stale. There's a lot of repos without being migrated since a lot, and the migration issue is empty.

I'm moving this issue to oca/maintainer-tools as I think the bot has nothing to do here.

• create a script to mass-label all existing migration issues (it's going to be very low on my priority list so don't just wait on me :)
• update https://github.com/OCA/maintainer-tools/blob/master/tools/create_migration_issue.py to have it set the label (for next year)
