Place to track discourse realted to NorESM-CTSM dust model

Dust has a too fast turnover in NorESM, when using FATES.

This is potentially due to:
Surface roughness.
Flux parameterization

We should try to get a run where we are using the same dust scheme and surface boundary layer settings (Meier vs zengwang) across CLM-SP, FATES-SP and NorESM.

Oslo aero works with Leung dust scheme. As of tag alpha_06 , this works OK.

We can change the dust defaults for each individual compset. Probably should make all FATES compsets have the same dust scheme.
