The problem occurs if the node was down (not sending ping) and then before a payout occurs LB is restarted. As we force to record ping to DB on LB restart, it masks nodes downtime from before. This forced adding of ping is made so if a node that was down and restarted in meantime can be included in the active nodes.

Probably the best solution is to have some kind of scheduled job that would record periodicly downtimes to the database.
