The first phase of load order will involve making sure the backend can identify items that require ordering.

This will include:
RedMod ordering for Cyberpunk
BG3 ordering

No UI work will be involved in this initial phase.

Definition of done:
This item will rely heavily on backend work and could prove difficult to QA before the UI work is completed in phase 2.
