Install AC tool only on Authors

Is it possible to install the AC tool only on the AEM authors? When I add the AC tool plugin in the apps pom.xml, our package fails to install on the publishers if the AC tool isn't installed.

This also comes up for us sometimes in security audits. Often much less concerns for the author instance because it is usually in an internal network zone.
