Right now the webserver does not initialize it's file structure resulting in errors if the user does not manually define the folder structure. This should be handled automatically on start up.

Should be handled by V3. go-web-server verifies its file structure on startup now. sfm-worker and nerf-worker probably should receive the same treatment
