hpx: cannot reorder on GPU w/o cuhpx

Need to provide an alternative workflow. A current work around is to use bilinear regridder:

data_grid = earth2grid.healpix.Grid(level=level, pixel_order=earth2grid.healpix.HEALPIX_PAD_XY)
ring_grid = earth2grid.healpix.Grid(level=level, pixel_order=earth2grid.healpix.PixelOrder.RING)

regrid = data_grid.get_bilinear_regridder_to(ring_grid.lat, ring_grid.lon)
regrid.to(data)

output_data = regrid(data)

we could also plug in to the earth2grid.get_regridder method here:
