ENH improve epu control

• make ioc look up table for pgm_energy, epu_gap, epu_phase so that beamline staff can have a live record of the epu vs energy calibration offset
• make an ioc to give name to phase setting (linear vertical, circular +, ect.)
• update bsui profile to:
  • utilize the tables from above
  • incorporate .locations from @awalter-bnl so that users will simmply have to type something like 'RE(epu1.polarization.LV)`

Hey Andi, the last part on this list is easy enough for us at DAMA to do. The ioc updates will need to go through the controls group, can you create a trac ticket for these?
