Wattile 0.2 release

I think we are almost ready for a Wattile 0.2 release, which will be used for initial SkySpark deployment. There are a few old issues I think should be revisited and closed, if possible, prior to a Wattile 0.2 release:

• Review and remove old (pre-2020) branches  #43
• performance data integration milestones w/dates #149
• identify remaining open-sourcing issues w/suggested dates #150
• Docker should not run as root #240
• Update example.ipynb for model factory / recent changes #252

After these are closed, let's release Wattile 0.2 and start working on 0.3. I have a longer list of things I think should be tackled for an 0.3 release, some newer and some old.
