Allow GHP to charge thermal storage (or remove variables)

With the disaggregation of heating loads, the GHP system now has decision variables that allow it to charge storage. These are currently set to zero but I'm keeping this issue as a setup to at least discuss whether it may make sense to allow this to take place. There's a similar issue on the steam turbine producing waste heat here.
