[1pt] Move update hydrotable section down in fim_post_processing.sh

The post processing script currently updates hydrotable and src at the begining of the code. There are some python scripts do not require the hydrotable updates and therefore, the update section should be moved further down to ensure it's only run when necessary.

Current behavior

It updates the hydrotable at the beginning of script.

Expected behavior

It should update the hydrotable when necessary- right before RUN BATHYMETRY ADJUSTMENT ROUTINE section.
