[5pt] Get HV ahps_restricted_sites db and plug into CatFIM

I am pretty sure FIM Code already has one these around but not if it is is still in use or not. Get a copy of the db from HV; look in our inputs/ahps folders and plug this into CatFIM which will use it as part of its' CatFIM processing logic. Generally.. if a site is on that list, CatFIM should drop it, but done at our processing level with a valid explanation and not in the HV catfim data load system.

Note: HV will also get a card to change their catfim data load system to no check this list.
