[8pt] Review CatFIM Datum Adjustments

In the CatFIM code, there is a function called __adjust_datum_ft. In there is logic to cover various datum fixes, and it calls out at least 15 sites for specific adjustments, and update other sites data in our calculations. This is likely very old and needs review and probable edits.
